In many developed countries, specific address numbers are assigned to uniquely identify each place, building, and major structure. This system allows governments to deliver services directly to citizens’ doorsteps, transmit information effectively, and streamline public service delivery. In Nepal, the lack of a scientific addressing system and reliable information about citizens’ current residences has created challenges for local governments, offices, courts, police, land revenue offices, banks, postal services, and other governmental bodies—particularly in tax collection, information dissemination, social security, disaster management, and public service delivery. This concept aims to address these issues by developing and implementing a centralized citizen address management system using smart addresses that can locate every individual. It will also allow for updates in the system when citizens temporarily relocate within the country. Furthermore, by using Application Programming Interface (API) technology, the proposed data-sharing framework can be accessed by other agencies that require current address information. As such, this concept is expected to serve as a highly useful foundational pillar in resolving existing issues caused by the lack of accurate address data across various institutions.
