Mixed Method for Evaluating the Financial Proposal of a Bidder in Construction Works
In Nepal, a large portion of the capital budget is allocated to the construction sector. However, there are ongoing issues with government contracts where construction work is not completed within the specified time, cost, and quality standards. One major reason for not completing work on time and within budget is “low bidding.” To address this problem, there is a proposal to evaluate financial bids using a mixed method, where 60% weight is given to cost and 40% to the company’s goodwill. The goodwill evaluation will include the contractor’s adherence to timelines and responsibility in their last five projects. This approach aims to select competitive and accountable construction companies, thereby achieving development and construction goals more effectively.
