Although Nepal is an agriculture-based country, agricultural production is low, and the produced goods are often wasted due to the lack of proper market/value. To end this situation, there is a plan to reform the current agricultural subsidy system, increase production, ensure the sale of produced goods, prevent wastage of produced goods, increase productivity, and make the country self-reliant in production, thereby strengthening the overall economy.
In today's era, the citizen charter should not be limited to a wall or a corner of an office; it should reach the hands of citizens through the use of information technology. This approach aims to establish equal and easy access to public services for all citizens, provide information about services offered by various offices from a single platform at the desired time and place, and realize the principle of offering the best possible opportunities to service recipients.
To enhance citizen satisfaction with government services, it is necessary to make service delivery efficient, predictable, and economical. The Government Service Tracking System is a novel concept developed with the aim of providing integrated service delivery through information technology. This system provides service recipients with information about the status of service delivery and makes service providers accountable, thereby making service delivery simpler, more effective, and ensuring good governance.
A significant portion of the capital budget in Nepal is allocated to the construction sector. However, there is an existing problem of construction works not being completed within the specified time, cost, and quality in government contracts. One major reason for not completing work within the stipulated time and cost is "low bidding." To address this issue, there is a concept of evaluating financial proposals in a mixed method where 60% is based on cost and 40% on the company's goodwill. By including the company's compliance and accountability in their last five contracts in the evaluation, it is expected to select competitive and responsible construction businesses to achieve the goals of development construction.
The Three-Dimensional Landscape Model (3D Landscape Model) is an information-informed system that provides illustrations of the geographical location of projects and general information, feasibility studies, and project readiness to stakeholders, including local representatives involved in planning at the local level. It simplifies the process of selecting and prioritizing projects at the ward level and the formulation and budget allocation stages, thereby making the selection and budget allocation process for projects factual and objective.
In many developed countries, unique address numbers are provided to uniquely identify every place, building, and main structure. These address numbers are used to deliver state-provided services to citizens' doorsteps, communicate information, and make public service delivery effective. In Nepal, due to the lack of scientific address usage and information on citizens' current addresses, local levels, offices, courts, police, land revenue offices, banks, postal services, and other government bodies face difficulties in tax collection, information dissemination, social security, disaster management, and public service delivery. The concept aims to develop and implement a central citizen address management system using smart addresses, enabling the location of every individual. It also plans to update the system with the temporary movement of citizens within the country and share data with other bodies using Application Programming Interface (API) technology to solve existing problems of address unavailability.
There is no scientific/mechanical method for performance evaluation in civil service, and the current performance evaluation form used tends to give almost equal marks to everyone, making it difficult to distinguish between employees who work and those who do not. My latest idea is to develop a management information system based on indicators to evaluate civil servants' performance. This system will provide transparent, fair, and factual performance evaluations of each employee for the purpose of equitable distribution of services, facilities, and opportunities, as well as rewards and punishments, based on the results obtained from various indicators. This will promote motivated human capital, free from nepotism and favoritism, fostering prosperity and good governance.
The concept aims to develop a land valuation method using geographic information systems (GIS) based on objective standards and indicators to make land valuation scientific and realistic. Through GIS software, this system will calculate plot-based values by analyzing indicators and weights. It is expected to simplify, facilitate, and make transparent activities such as land acquisition, tax collection through land transactions, control of money laundering, regulation of the land market, land-related service delivery, land development, and rehabilitation, thereby enhancing the overall economy and good governance.
Using the "Electronic Procurement Portal" in public entities will help simplify processes, reduce administrative costs, and facilitate the economical, transparent, and prompt procurement of quality goods and services.
This system allows service recipients to track documents in the service-providing office and notifies the recipient office when a letter is sent from one government office to another (email).
